19 of Medvedev's 21 victories have been won on hard surfaces
A revitalized Medvedev secured his initial title for nearly 30 months with a win over opponent Moutet in the tournament title decider.
The Russian, a ex- top-ranked player, has endured a challenging season, managing just one match at the Grand Slams and experiencing a setback at the US Open.
The player's unpredictability on the ATP Tour - and difficulties with his serving in especial - led to him exiting of the top ten and eventually separating with long-time coach his previous coach.
Currently training with Thomas Johansson and his other coach, Medvedev has gradually improved in the past month - culminating in a closely contested three-set triumph over Frenchman Corentin Moutet.
It is the player's initial title since the Italian tournament and first on a hardcourt from that period of that year.
The win also signifies the Russian has achieved twenty-one championships at twenty-one various tournaments.
"For the first time I am participating in a tournament with my both daughters together, so to secure a title is especially meaningful," said world number 14 the champion.
"This championship is in dedication of my second daughter my daughter, because the initial championship I won when my older daughter her name was born was for her."
The athlete, the past champion, had failed in his last six finals, including in that event previously this season.
The player's counter-punching approach and regular reactions on the playing surface had caused commentators to question if his ability to compete at the top level was concluded.
However the player has made changes in recent weeks, attempting to approach the net and compete assertively, reinforced by an enhanced serving game.
The champion recovered from a break down in the opening set against the tricky Frenchman, taking 4 of the concluding five exchanges to go ahead.
The competitors traded break points in the middle set before Moutet, striving for his maiden ATP Tour title, seized the initiative to force a final set.
The opponent defended four early chances in a tight final set before the Russian broke to 15 to serve for the match.
Fittingly, Medvedev clinched victory with a shot at the net, with the Frenchman failing to manage a volley after two hours and 38 minutes.
